Tom Annear is the instream flow
supervisor for the Wyoming Game and Fish Department in Cheyenne.
He has been involved with instream flow management since 1981
and helped establish the Game and Fish Department's instream
flow program. He chaired the IFC steering committee from 1995 to
1998 and served as the first president of the IFC from 1998 to
2000.
